In early May, 2023, we published a report that describes the methods used by the Commission and staff when writing the Recommended Plan. This report focuses on their work between the Draft Plan and the Recommended Plan, and is organized by planning concept. Though there is some repetition with description of methods in the Recommended Plan and related reports, another focus of this report is to provide additional explanations. Thus, this report should be read with the Recommended Plan and other related reports to get a full picture of our methods.
